Additionally, Portugal is banning the sale of flavoured heated tobacco products in line with EU directives. Critics argue that these measures are too severe and discriminatory, taking away income from small businesses. Despite low cigarette prices in Portugal and suggestions to increase the tobacco tax, the government states that it is not a priority as it could lead to smuggling. The government highlighted that around two-thirds of deaths among smokers are due to tobacco use.
